One rule for us, one rule for them?

Just seen on the BBC news website that the ex-pisshead MP Charles Kennedy has been caught smoking out of the windwon of a train.
Now what I want to know is this, if the police were called, why wasn't he arrested, or at least fined?
I am sick of these sneaky fuckers getting away with things like this, a couple of months ago there was another old bastard MP who thought it was ok to park his car in a disabled bay at a station because he was in a hurry and there were "too many disabled bays."

It's time that MP's were punished like the rest of the population when it comes to things like this, they always seem to get away with it.
